The plugin chunkupload has at least two benefits: While breaking the upload in parts it eases the load on the system and the user is not restricted by upload limits.
Unfortunately the plugin does not support Opencast's batch video upload feature. That would be exactly the goal of this project.
I think this project would be - in matter of size and complexity - a nice one for not so experienced Moodle developers or even newbies.
